Reducing Carbon Emissions through TDM Strategies

Conventional transport planning solutions often have effects contradicting transport system efficiency and emission reduction targets. Innovative and effective transport demand management solutions, however, help to achieve multiple planning objectives. Based on the existing knowledge in China about TDM strategies, the aim of this report is to discuss the potential of TDM strategies to contribute to climate change mitigation and identify the most promising options for Chinese cities. To attain that, the report focuses on success factors of international examples of effective policy formulation and implementation (including London, Singapore, New York, Berlin, Seoul and San Francisco among others).

Beijing exhibits tremendous growth in population, motorization and the economy. The TDM project implemented by GIZ and BTRC works to mitigate the negative effects of this affluence. This brochure gives an overview of both the historical and recent development of transportation in the capital. It further highlights the useful TDM measures implemented in the context of the Olympic Games. The document also focuses on the challenges ahead as well as good practices around the world that can serve as examples to further improve transport conditions in Beijing.

Environmental or Low Emission Zones are a new and successful trend, in which congestion charging and access restrictions according to a vehicle’s emission levels are combined. The major objective of LEZs is to improve the health of a city’s residents through banning the most polluting vehicles usually from the city centre. This fact sheet gives an overview of the “Umweltzone” in Berlin and “Ecopass” in Milan, which since 2008 through major changes in fleet composition have helped to reduce pollution and in Milan additionally reduce traffic volume.

Climate change mitigation and co-benefits of feasible transport demand policies in Beijing

Urban car transportation is a cause of climate change but is also associated with additional burdens such as traffic congestion and air pollution. Studies of external costs and potential impacts of travel demand management help to define policy instruments that mitigate the damaging impact of transportation. Here, we analyze different externalities of car transportation in Beijing and show that social costs induced by motorized transportation are equivalent to about 7.5–15.0% of Beijing’s GDP. Congestion and air pollution contribute the most with climate change costs being the most uncertain. We show that a road charge could not only address congestion but also has environmental benefits. The paper investigates the role of demand elasticities and demonstrates that joint demand and supply-side policies provide considerable synergies.

Preserving and Expanding the Role of Non-motorised Transport

This book starts by outlining the benefits of non-motorised transport (NMT). It considers the different forms of regulation to which NMT is subjected, and describes the non-motorised transport planning process and the steps involved, drawing from an example pilot study conducted in Surabaya. Successful measures in cities such as Bogotá, and in European cities, are described with the intention of applying them in developing cities. It is complemented by a training course on Non-motorized transport and a Handbook on Cycling-Inclusive Policy Development.

Poor parking management or unregulated parking results in traffic congestion, disruption of the usability and aesthetics of urban spaces, corruption, hindrance of pedestrian access and movement, safety concerns, inequitable usage of road space, etc. Parking controls and pricing are transport demand management measures implemented frequently by local authorities, yet little of the academic literature deals with experience of this policy, preferring instead to concentrate on the politically “more lucrative” topic of congestion charging. This module attempts to redress that balance a little. It discusses the various definitional, operational, planning, institutional and social challenges around parking practices in cities, and how these could be overcome. The module also discusses topics like types of marking, parking demand and common myths associated with vehicle parking.

Increased economic growth, coupled with a resulting increase in motorisation in recent years, has created greater congestion than has ever been seen in the world. Solutions to these problems are possible through improvement of conditions of public transport and conditions for pedestrians and bicycle users, and also in the implementation of measures which promote a rational use of the automobile. In that sense, Transportation Demand Management (TDM) aims to maximize the efficiency of the urban transport system using a wide range of measures, including Congestion Pricing, Public Transport Improvement, Promoting Non-motorised Transport, Fuel Taxation and Parking Management. This document presents an overview on international practices, approaches and supports the design of a TDM strategy.
